Atlanta Public Safety Training Center
In 2019, the Atlanta Police Foundation engaged DaVinci Development Collaborative’s development advisory services, and subsequently, development management services to help develop and build a state-of-the-art Atlanta Public Training and Safety Center (APTSC). Designed to offer a consolidated modern training environment tailored to the complex and evolving needs of public safety personnel, the APTSC serves the City of Atlanta’s public safety departments, including the Atlanta Police Department, Atlanta Fire Rescue, EMS, and 911 operations. After overcoming significant logistical challenges and navigating an extremely complex public dialogue, the facility began phased construction operations in 2024, with a formal ribbon-cutting held in April 2025.
Developed through a public–private partnership, the campus sits on City-owned land, with the Atlanta Police Foundation leading fundraising and construction. It features purpose-built facilities designed to strengthen real-world readiness, interagency coordination, and community engagement. A centerpiece of the site is a mock cityscape that simulates residential and commercial environments, allowing police and fire personnel to conduct realistic emergency scenarios, ranging from active shooter drills and search-and-rescue to crowd management, in a controlled setting.
For the Atlanta Police Department, the Center includes indoor and outdoor firing ranges, a tactical training building, and dedicated spaces for de-escalation, use-of-force judgment, and crisis-intervention training, alongside instruction in constitutional law and anti-bias practices. Classrooms and lecture halls support ongoing education and policy training.
Atlanta Fire Rescue benefits from specialized infrastructure such as a burn tower, smoke simulation building, technical rescue zones, and high-angle towers, supported by robust water systems for live-fire drills. EMS teams also train on site, strengthening coordination with police and fire units.
A signature feature is the Emergency Vehicle Operations Course (EVOC), a precision driving track for pursuit, evasive maneuvers, and emergency response training. Additional assets include K-9 training fields, mounted patrol facilities, wellness and mindfulness spaces, fitness amenities, and recreation areas – reinforcing resilience, readiness, and the mental health needs of first responders.
The Center is also expected to host regional, multi-agency training programs – making it a hub for public safety innovation not only in Atlanta but throughout the Southeast. Today, the APTSC stands as a model for integrated public safety training.
