Hillrose is a catalytic public-private infrastructure and mixed-use initiative supporting the continued growth of downtown Roswell. The project includes an approximately 372-space parking deck, supporting utilities and infrastructure, additional surface parking, and development-ready townhome pads designed to enable future residential investment.

DaVinci Development Collaborative, in partnership with Seer, has supported the City of Roswell and its Downtown Development Authority (DDA) from transaction structuring through active construction oversight, ensuring continuity from deal formation to delivery.

DaVinci’s engagement began with financial and transaction advisory services to structure a successful Public-Private Partnership. The team led analysis of the land swap and ground lease framework, reviewed City and developer financial projections, evaluated deal structures, and supported negotiation of program mix and key agreement terms. DaVinci integrated parking study findings into the overall financial model, managed due diligence milestones, and provided strategic guidance through definitive agreements and funding. This work established a financially sound structure that protected public value while enabling private investment.

Following execution of agreements, DaVinci transitioned into the role of Owner’s Representative, providing financial oversight, schedule monitoring, and contractual compliance throughout design and construction. The team reviews budgets, payment applications, change orders, and contingency use; coordinates among City leadership, advisors, the developer, and contractor; and monitors quality and risk in the field. Through disciplined reporting and proactive management, Hillrose is positioned to deliver critical downtown infrastructure while catalyzing long-term mixed-use growth.
