Cobb County E-911 Emergency Communications Center
In 2026, Cobb County selected DaVinci Development Collaborative to provide Program Management, Pre-Construction, and Construction Management services for its new E-911 Emergency Communications Center, a mission-critical facility that will serve as the County's primary hub for 911 call taking, law enforcement dispatch, and fire dispatch.
The new, approximately 41,000-square-foot facility will replace the County's aging communications center, giving Cobb County's Department of Emergency Communications, which fields nearly one million calls a year for Georgia's third-largest county, a modern, hardened home designed to keep operations running through routine demand, major incidents, and extended emergencies. DaVinci's role spans the full life of the program, from pre-design and program validation through design coordination, procurement, construction administration, and closeout, working on behalf of the Cobb County Board of Commissioners and Facilities Management Department alongside design partner Wold Architects and Engineers.
DaVinci's responsibilities include maintaining the program budget and schedule, coordinating utility and permitting requirements, direction of the design and construction teams, administering construction contracts and change orders, and providing regular reporting to County leadership. The design is guided by County-driven principles for uninterrupted mission readiness and staff wellness, including redundant power and communications and a resilient structure built to withstand weather and security events.
DaVinci brings experience from comparable public safety and mission-critical facilities, including the Atlanta Public Safety Training Center and the Arthur M. Blank Hospital and campus at Children's Healthcare of Atlanta, to guide Cobb County through design and construction with the same discipline, budget accountability, and attention to stakeholder engagement.
